Maine School Adminstrative Reorganization

In a massive effort by the Maine Department of Education to reduce spending, an approval to consolidate Maine schools came about. Anyone who is familiar with the Maine Education System knows that Maine has a unique school organizational structure. The State was concerned that more funding was going toward administration of schools than into the classroom, which is why the Reorganization was brought about.

The new law suggested:
All school units, of whatever form and whatever size - SADs, CSDs and municipal school units, small and large - must:
1.Work with other units to reorganize into larger, more efficient units; or
2.Where expansion of the unit would be impractical or inconsistent with state
policy, reorganize their own administrative structures to reduce costs.

This reorganization process involved a lot of steps and detailed analysis by the schools considering to join together with other schools. McCormick Facilities Management was chosen by the State of Maine to assist interested school districts through this complicated process.

Our service involved working closely with the districts and creating a visionary plan that looked at:
  • Allocation of space
  • Condition of space
  • Student demographic data
  • Cost of annual maintenance & operations
  • Cost of deferred work
  • Cost of future capital renewals
  • Current and possible future debt service
  • Potential savings as a result of reorganization
  • Opportunities for cost avoidance

The final Facilities Analysis report was delivered to each school district involved and the majority of our clients moved forward with a successful reorganization project.
